But the problem remains on how to maintain a safe learning environment which is indispensable if U.P. is to fulfill its mandate as a national university. The Supreme Court has decreed that: “A school certainly cannot function in an atmosphere of anarchy” and that measures can be taken for “the creation of an educational environment conducive to learning”. Hence, rules and regulations for the protection of the students, faculty, and property may properly be adopted. How can U.P. balance this legitimate prerogative with the citizen’s right to free physical access to public spaces ? Like you, I don’t know what the UP Diliman administration with do, and how they’ll go about it. I’m stumped.
